Multiannual digital accessibility plan

1. Framework for the approach

As part of the implementation of European directive 2016/2102 and decree no. 2019-768 on the accessibility of online public communication services, Villeneuve-lès-Béziers is committed to a process of continuous improvement in the accessibility of its digital services.

This multi-year plan sets out the strategy and actions to be implemented over a three-year period to ensure that the local authority's website is gradually brought into line with the Référentiel Général d'Amélioration de l'Accessibilité (RGAA version 4.1).

3. Organisation and management

The implementation of digital accessibility is steered jointly by :

The Data Protection Officer is involved in matters relating to personal data and the accessibility of teleservices.


4. Initial assessment

An accessibility audit was carried out on 12 February 2026.

It highlights :

  • A satisfactory overall level of accessibility
  • Contrast levels broadly in line after correction
  • Content structured in line with best practice
  • Improvements to be made to certain forms

The site has been declared partially compliant with the RGAA.


5. Strategic guidelines

The municipality has set the following priorities:

  • Ensuring the accessibility of new content
  • Progressively correct identified non-conformities
  • Improving the accessibility of forms
  • Raising contributors' awareness of best practice
  • Maintain technical compliance during site upgrades

7. Monitoring and assessment

Actions are monitored by the IT department in conjunction with the technical service provider.

An annual review of the actions taken will be carried out to update priorities and measure progress.


8. Updating the diagram

This plan is applicable for the period 2026-2028.

It will be reviewed when it expires in order to define a new multiannual programme.
